This indicates that you have a problem with your Groff installation.  The 
file DESC should be in c:/elc/djgpp/share/groff/font/devascii/ directory, 
and the environment variables which are mentioned in the file 
gnu/groff-1.10/djgpp/README (it comes with the Groff distribution) should 
be set correctly.  Please check these points.  I suggest to re-read that 
README file and make sure everything is set up as it says, and if that 
doesn't help, reinstall Groff from gro110b.zip.

Info just calls `man' which again tries to run Groff, which fails.  You 
need to find out why does Groff fail.
