Thank You's to Eli, George, John, Nate, and Andrew for your idea's.  
I think I have found the root of my problem however I don't know how to solve it.  I downloaded a new copy of gpp2721b.zip and unzipped it.  When I did this I got the following info:

C:\DJGPP>unzip386 gpp2721b.zip

  inflating: bin/cc1plus.exe          bad CRC fe711d33  (should be d75b1273)
replace manifest/gpp2721b.mft? [y]es, [n]o, [A]ll, [N]one, [r]ename: n
replace manifest/gpp2721b.ver? [y]es, [n]o, [A]ll, [N]one, [r]ename: n

1 archive had fatal errors.

I assume the comment about bad CRC fe711d33 and fatal errors is the root of my cc1plus problems.  Does anyone have any ideas as to how to solve this problem?
