I don't know about CGI scripting, but I've got PERL54B (V5.004_02) loaded 
on my Win95 system. Most of the Unix Perl functionality is there.

The Randall Schwartz' "Learning Perl" book (O'Reilly & Associates) is one 
very good book for learning the basics of Perl.
