At first you must know that TVision is a Borland product. Actually the library 
is free and is available for downloading in the Borland's site. 
But this people isn't so good because:

1) The package doesn't have any documentation.
2) They clearly states in the license that they doesn't support it anymore.
3) They doesn't mention if you can or can't distribute it freelly but some time 
ago the Borland's people asked to Robert and other to stop distributin TVision, 
forcing to the users to download it only from the Borland's site. That's silly 
and totally stupid.

So even when I have the documentation I think they won't be happy at all if I 
distribute it. So you must get the documentation from the original source:
The Application's Framework of BC++ 3.1 (I don't know if TVision was included 
in posterior versions). I think this package isn't available on the streets, so 
as you can see that's silly again.
