A good basic guide that I have seen and used is DJGPP V2 QuickGraphics
Programming Guide at

It gives you the basic idea of how & what todo.  Of course you will need a
copy of the VBE2 spec.  I couldn't find one on the web, so I uploaded one
to my WWW space.
