Subject:	cp.exe complains "too many open files"

Inside a system command inside a perl script I have (in Win95):

c/bin/cp.exe: cannot open regular file 'file name', too many open files in system (ENO...)

Question: where can I increase the number of allowed files. Of cours I have set
FILE=50 in \config.sys
but this does not seem to solve anything.

Any suggestion?
