I have a Intel-based PC running OS/2 Warp with XFree86, and I use a version
of GNU Emacs 19.33 that was built to use XFree86 as the GUI in that
environment.  I also use a version of 19.33 which runs using the native OS/2
Workplace Shell GUI on that same machine.

There's nothing in the GNU Emacs code base that prevents one from creating
versions that use different GUIs on top of the same OS, as those
considerations are assumed to be orthogonal to each other.  It's probably
more a matter of how tightly integrated Windows applications have to be with
the Windows GUI.

At the very least you should be able to build a Windows Emacs which runs in
an xterm in character mode without touching the GUI.
