Hmmm... I'm running W95 OSR2 over a Pentium II right now and I installed my 
editor (djgpp code) in the machine and used Norton System Doctor to meassure de 
CPU usage and I got it:

1) If I let a DOS task a lot of time idle the CPU usage drops to 0%, otherwise 
any DOS program eats 100% of the CPU.
2) The W95 command.com doesn't use CPU.
3) My editor (calls __dpmi_idle) doesn't use CPU if I doesn't use the program 
(the CPU is released in 1 second or less and normal operation doesn't take the 
100%).
