Did you try running with '-v' to see where gcc is looking for the
pre-processor?

Your cross-cpp should be located in a directory similar to this one

/usr/local/lib/gcc-lib/i[x]86-go32-msdos/2.7.2.[x]/

Depending on what exact minor version of gcc you have (2.7.2.1, 2.7.2.1,
...) and what cpu you configured
(i386,i586, ....)

Also, be very careful with what version of binutils you have.  The setup
steps for 2.7 and 2.8 are different.
