You didn't say it was Emacs 20.2.  README.dos is my addition to the
binary distribution, it is not in the official GNU sources, and
there's no binary distribution of Emacs 20 yet.

But the on-line manual explains where Emacs looks for its init file,
and that explanation *is* in Emacs 20.2 as well.
