It's all in the docs and more than once: the file README.dos mentions
it, and the Emacs on-line manual tells you exactly where Emacs looks
for the init file, with and without HOME set, in the MS-DOS chapter,
in the section "File Names on MS-DOS".

Sometimes I wonder why do I go to all that trouble writing and
rewriting the DJGPP-specific docs if nobody is reading them.
