Where comma is used in the US locale, a dot is used in other locales.  
That's what locales are for (and yes, in Russia a dot is used as a 
thousands separator and PI is written as 3,14159...).  Even DOS knows 
about that and returnd this info when you call the appropriate function 
of Int 21h.
