Duh...boot up, reconnect, enter the newsgroup (I presume you already did
this much to post the above!), and look backwards until you find messages
with a date around the day of the power failure.
If you're reading the mailing list and your copy got erased in the
failure, go here via newsgroup comp.os.msdos.djgpp and do the above.

Meanwhile, he was probably telling you you ought to add this:

SET DJGPP=C:\DJGPP\DJGPP.ENV

changing C:\DJGPP to the full absolute path for the directory where you
installed the stuff.
