WinAlleg is a solution for that.

I don't think so, just look WinAlleg.

More or less. I saw the answer from Orlando, and I must add it: If you plan to 
do shareware or commercial programs forget about Cygnus port because will 
introduce problems too (differents to the ones with djgpp).
