I've seen PNG graphics code in the PDFTeX source
(ftp://www.cdrom.com/pub/tex/ctan/systems/pdftex).  It is compatible
with DJGPP.  I have a feeling that PDFTeX got it from another source,
maybe W3C, but I'm not sure.  At any rate, the source is GNU GPLed.
