Use any program that can browse text files.  You can use your favorite
editor, or Less, or LIST, or whatever.  (I use Emacs.)

There's a huge .hlp-formatted version in the same place that you got
the text version.  It is called intwinNN.zip, where NN is the same
version as in interNN?.zip files.
