That depends on how good the OS/2 port of Emacs is.  I don't know, and
I doubt people on this group will know.

Which debugger do you want to run, and how was it built?  If it's any of 
the debuggers that support DJGPP, the answer also depends on whether OS/2 
port of Emacs can multitask DOS programs.

Everybody will agree with you on that one.  The disagreement begins
when you ask them which IDE *is* the best...
