Why would you develop under Windows if you intended your application to be
run under DOS?

Aha! This is an assumption, most likely an incorrect one. What is the basis
for this statement?

Well, apparently you think you already know the reason ('Whatcom generates
"better" code') so why are you asking?

The answer is that, frankly, you can't draw any strict conclusion. Whatcom
may do something faster or more efficient than DJGPP in one situation,
and slower in another.
