There aren't any web sites devoted to teaching C or C++; such would
require a tremendous amount of work.  Most web sites and other net
resources are set up along the lines of advice and tutorials about
specific aspects of the language.  Books and classes are still the best
teaching tools.

My personal favorite book is _The New C Primer Plus, 2nd edition_, by
the Waite Group, ISBN 0-672-30319-1.  You may need to look around a bit
to find it; there is also a C++ version.  Another good one is Kernighan
and Ritchie's _The C Programming Language_.  I don't know the latest
edition, but there's a C++ version as well.

There is a set of newsgroups devoted to general programming issues in C
and C++:  comp.lang.c, comp.lang.c.moderated, comp.lang.c++, and
comp.lang.c++.moderated.  These newsgroups are for general questions and
advice.  We prefer that you ask only DJGPP-specific questions on this
newsgroup.
