I was wondering if anyone could help me figure out what a couple functions
in the WSOCK library do?  I have yet to figure out what Create, _Create, &
Destroy do & none of them are used in any of the examples that came with
the library.  They also seem not to be standard Winsock or socket
functions.  There's a comment that labels them as Notification APIs if that
will help anyone figure it out.  I'd greatly appreciate any help on this.
