DJGPP is DOS compiler and so it doesn't support Direct X. There is a free
OpenGL implementaion called Mesa, which compiles also under DJGPP, either
for mode 0x13 only or with support to Allegro for any mode (but only one
choosen upon compilation). But it's terribly slow as you might guess.
