Has anyone had this trouble with PCTIME?

When I compile TEST8 from the supplied source, it runs okay under DOS,
but twice as fast as it should under Windows (both 3.11 and '95).  A
reported 2000 ms delay takes exactly one second.  The precompiled
executable supplied in the archive does not have the problem.

I did have to comment out the word 'interrupt' from this line in the
header file TCINT8.H:
  void interrupt new8h(__CPPARGS)
otherwise the compiler complained about missing "type or storage class".
Could this be relevant?

What I'm trying to get, ultimately, is a reliable 200hz interrupt.
