You might try RHIDE (v2apps/rhide14b.zip) or Emacs (v2gnu/emacs.README) 
which both support DJGPP and are compiled with DJGPP.

Try the debugger built into RHIDE, or the stand-alone RHGDB (should be 
inside rhide14b.zip), or FSDB which comes with djdev201.zip.

Also, please note that the DJGPP FAQ list (v2/faq210b.zip) describes the 
available packages in section 4.5; you might consider browsing that 
section when you are looking for alternatives.
