You have to buy the ANSI standard direct from ANSI.  I'm no sure about
IEEE, but I imagine it's much the same way.

If you're specifically interested in the ANSI C standard, you can look
into _The annotated ANSI C standard_ by Herbert Schildt (ISBN
0078819520).  Schildt's annotation should be ignored, because they are
in some cases dead wrong, but the standard is reproduced almost in its
entirety -- and it costs less than if you were to get it from ANSI
itself.
