You do NOT have to pay any money (though DJ would never say no to a 
donation).  Your programs generated by djgpp are freely distributable 
as you see fit (watch out for the GPL and LGPL, see the FAQ for more 
details), with no money invovled.  You can even charge for your 
programs if you wish (again, check out the GPL and LGPL, though they 
do not stop you from charging).
