Very odd. You did, I assume, delete or rename the original gcc.inf. I can
send you my gcc.inz if you want.

I should mention that my emacs was built from the source, instead of being
the stock binary. I did not change anything in it, but I patched the putenv
function to avoid the 23-environment-variable bug.
