the file README.1ST tells you how to compile from the command line.

did you use Internet Explorer to download the files. i recall someone
somewhere mentioning that it has a tendency to give funny names to files
it is downloading. in any case, all those files should have the
extension zip (you probably don't see the extensions because win 95 by
default does not show them. you can change that in Win Explorer.)
anyway, where you put the zip files does not matter. did you actually
unzip them under the djgpp tree? the fact that you are able to run rhide
means you must have at least unzipped that one. how about the others?
