I've seen this before, on Unix. I know very little about TeX, but I was able
to ignore the error (I think using the `q' command), and the printed manual
came out just fine. My best guess is a bug in the TeXinfo source, or at
least a non-portability. Maybe GNU uses a different TeX implementation than
the rest of us. I think you should report it to them: bug-gcc AT prep DOT ai DOT mit DOT edu
