I guess you are right Shawn, but I'm not sure. GPL IS restrictive and if you 
interpret the things in the license in a special way (I don't know if is the 
right interpretation) your distribution policy can make collitions if somebody 
distributes Allegro as part of a GPL package.
Perhaps I'm paranoic, but I saw it when Robert started to distribute the editor 
with RHIDE. As you can check I'm allowing that but I'm not sure about 
collitions between my distribution policy and GPL.
Read the GPL license carefully.
