In the RHIDE sources is a file called RHIDE.SRC, which is meant
to be read when using the RHIDE sources. The second or third paragraph
there says the following:

If you want to use it in an other program than RHIDE, you have either
link the final program also with libintl.a (part of RHIDE) or rename
the file 'nointl.h' in the Turbo Vision include directory to 'intl.h'.

Alternatively you can get also libintl.a from the DJGPP mirros
in 'v2gnu/gtxt10b.zip'.
