No, they originally intended to distribute DJGPP as part of the add-on
kit, until they decided to write QuakeC instead.  They couldn't do
that with any other compiler.

During the development of quake, both id and djgpp benefited from the
cooperation of our teams - both Quake and DJGPP became much faster and
stable during that time, since all the experts were available to each
other to work on improving them both.
