This is incorrect.  Both Texk (which was ported to DJGPP) and emTeX
are mostly derived from the same sources.  If you look in the source
distribution of the DJGPP port, you will see #ifdef's that are meant
for building emTeX.

AFAIK, no variant of TeX can call itself that without being derived
from the canonical sources by Prof. Knuth.  This is one of the
requirements that Donald Knuth insists on.

emTeX does include some utilities that were written specifically for
it, but AFAIK they are the minority.
