It is indeed not there, because it isn't part of the Texk package that
I ported.

Would you care to explain what do you need `makeindex' for?  Won't
`texindex' (from the Texinfo distribution, available as
v2gnu/txi390b.zip) fit the bill?

If `texindex' won't do, then yes.

Yes, if you want `makeindex' to find all the required files
automagically.
