I've arrived at the conclusions that the g77 binary
that was placed on simtel could possibly have had
one or more non-standard directory paths used in it when it was
originally built.  For that reason I'm going to try a build of
gcc2721s.zip and the g77 current source code to see
if the version I come up can be made to work without path not
found errors going out to the console everytime I compile and
link source code.
