Whenever I call the set_volume() function, It seems to turn off the
volume to everything.  I call it like this

set_volume(100,50);

Then all music and sound that worked before is gone.  I am trying to
lower the midi sound.  I can adjust sample sound with the play_sample
function, what am I doing wrong??
