The DJGPP FAQ list (available as v2/faq210b.zip from the same place
you get DJGPP) explains about the zoneinfo directory and what are the
necessary files there.  Please read section 22.16 of the FAQ.

As for the `data' directory, I don't know what that is.  My DJGPP
installation doesn't have such a directory.  Which files are there,
and what zip file created that directory?
