I think the best thing to do is to:

A. Read the readme file
B. go to the EFnet IRC channel #djgpp, where you can ask about things that are
unclear in the readme, and get installation help from friendly persons :)
I did, and i had it up and running in notime, eventhough i started out
with knowing only that djgpp was a free compiler that could compile c/c++
