Oh yes they do! Everything you ask about is in them. Go back and read
readme.1st again - it tells you:

* What to get
* Some other things you might need
* How to unzip them
* How to set up the environment
* How to run the compiler for several different tasks

It also lists at the start optional (GNU) packages you might like to get,
if you need them. You simply unzip these in the same way as you do the
basic files, and you can do so freely at any time.

When you have finished with readme.1st, read at least the first five
chapters of the FAQ, and look at what else is dealt with elsewhere in the
FAQ. If you have any questions, the answers are probably in the FAQ - its
importance cannot be overstated. If your question is not answered in the
FAQ, then ask here, if it is about djgpp.
