Paint shop pro. It's very good, easy to use, and you can download it. Do a
web search for paintshop pro.
It does all of that described. I use it all the time for making sprites
with a comon palette, and other stuff. It also displays those TIF files
Povray produces a lot better than Povray itself does on 256-color video modes.
