But to bring it nearer on-topic and also answer the original question in
the spirit of this group: sox also does this, and is available for
free in source form. sox is to sound files what pbmplus is to
images: it contains a host of filters to convert various sound data
formats to other data formats, do format conversions (such as mono to
stereo) and apply effects, such as vibrato, echo etc. It's nothing like
as rich as pbmplus and it still lacks support in many utilities for
some features such as stereo, but I've found it very useful. It
builds on DOS happily with DJGPP. Find it at your favourite FTP site,
or if you get really stuck and can't locate it using something like
Alta Vista ask me and I'll dredge my archives to discover where I
got it from in the first place.
