I haven't been successful in obtaining complete include filenames yet,
and the reason seems not to be the unzipping process, but the DJGPP
distribution itself(?).  The individual files of the 
lgp271b archive look like they already had truncated filenames before
being zipped.  See

Case in point:  strstrea.h should be strstream.h.  I got a windows95 
extractor that supports long filenames and tried unzipping before I saw 
the listing above, but with no success.
