For some reason I cannot tell from here you don't have 
a -DDJGPP in your CFLAGS. 
Did you unpack allegro using pkunzip -d ?
Are you using an appropriate make utility like the one from mak375b.zip ?
Do you have set up your DJGPP environment properly?
