Well, you can type them at the dos prompt, BUT you will have to do it each
time you boot. If you run them in a Windows Dos box, you will have to repeat
it each time you open another Dos box. This is because changes to
environment variables go away each time whatever changed them exits. Bottom
line: If you add them to AUTOEXEC.BAT it will be done automatically and save
you a lot of time and trouble.

A qualified yes. There is a package called RSXNTDJ which allows you to do
Windows programming with DJGPP. Windows programming, however, is less than
simple to learn. It is much simpler to program in DOS.
