I too have had a few wories about Allegro timer routines, the fact is
that Allegro interrupt handler is quite big. 
I think it would be a good idea to have different versions of the
handler when building the library
You could then choose your handler, depending on what fucntions you
really need: mouse, midi,fli,gui,windows compatibility ....

I coded a  handler a few months ago with Watcom + DOS/4GW and it
wasn't slowing down my computer (P90) when running at 1000Hz

Another idea for Allegro timers would be to increase maximum rate say
2000Hz so you could get more precise timming.
