As  I understand it the kind of encryption that governments don't like you
to export is the the kind that involves factoring multi-million digit
numbers which have only a few prime factors - processes that take years of
supercomputing time to attack.

Not the kind of thing you can create yourself without an intense degree of
expertise in mathematics, and a lot of hard work.
