Couldn't you just write the DirectX graphics driver?  And then use the
DirectX linear framebuffer mode to be all good? 
Then all you'd have to say is something like:

if(windows_version)
  if(set_gfx_mode(GFX_DIRECTX,640,480,0,0) blah blah blah...

Or heck, maybe you could even implement it as one of the autodetects...
