What does having a high-speed link have to do with downloading a large
file vs. a package in smaller pieces?

There is slight overhead for downloading each individual piece, and so
downloading the segments will be slightly slower.  But as an advantage, if
your download fails (slow links also tend to go down a lot), you don't
have to start completely from scratch.
