This is probably a result of incorrect configuration of EMM or HIMEM
on your system.  AFAIK, EMM386 in DOS 6 can convert upto 32MB of
extended memory to VCPI, so you should see at least 32MB.  I think
(although I didn't check) that if you put NOEMS parameter on the EMM
command line, you should be able to get all 40MB in DJGPP.
