I'm having a problem understanding a program's source for a article
in C/C++ users journal ("HTML programming with object", July 1996).

In the article the author is discussion using C++ programs as cgi
applications to compse dynamic web pages.  He develops a class he
calls Html, and which I am having trouble understanding.  If any one
can help me understand I would greatly appreciate it.
