The best way to know is to try.  Find something that is important enough 
for you yet simple enough to make you dare, then try to do that.  That's 
how I wrote the first version of the FAQ a few years ago.

I think DJ Delorie already answered that, and his are the definitive 
answers.  Nothing in DJGPP happens without him knowing about it.
